A Unique Perspective on Special Education


Kelly Hulett Foster's unique background as an advocate and former teacher means that she has the training and skills to help you and your child achieve your educational goals.

This perspective enables her to empower her clients, helping them to understand and feel comfortable with the special education system. Kelly's goal is to give children and parents a voice in what can otherwise be a challenging and confusing process. 

Kelly holds a Doctorate of Jurisprudence from SLU and is a former teacher
With relatives with developmental disabilities, and a mother who has taught special education for over 20 years, Kelly was introduced to the special education field at a very young age.  From then on it was her goal to work in the special education field.


Kelly’s experience with special education began in 1994 as an overnight counselor at Camp Sunnyhill, which was then a part of the Counsel for Extended Care of Mentally Handicapped Citizens (CEC).  In 1995, she became a respite care provider for Judevine Center for Autism. Her special education experience continued as a substitute teacher for Special School District, an Applied Behavior Analyst (ABA) provider, a volunteer for St. Louis ARC, a Developmental Therapist for First Steps of Missouri, and
then a certified special education teacher.  Needless to say, Kelly has spent a considerable amount of time engaging in direct care.

In 1999, Kelly went to law school.  After graduating in the top 10% of her class, she practiced law at one of the largest and most prestigious law firms in Missouri.  After giving birth to her two sons, Kelly combined her special education and legal experience to became an associate at a firm representing school districts involved in special education matters and due process procedures.  Quickly it became apparent that she was on the wrong “side of the courtroom” – and Kelly resigned as an attorney representing school districts to follow her heart and passion as a parent advocate.
